Tencent Cloud Completes AI-Powered Cloud Migration for Indonesias XLSMART
XLSMART emerged in April 2025 when XL Axiata and Smartfren merged, creating a single operator that serves more than 69 million customers and operates a network of over 209,000 base‑station sites. The consolidation left the company with a fragmented multi‑cloud environment that dispersed more than 60 core applications and 1,200 microservices across several vendors, complicating both operations and future innovation.
To tame this complexity, XLSMART chose Tencent Cloud as its strategic partner. Rather than a simple lift‑and‑shift, the teams conducted a full architectural audit to decide which components to retain, modify or replace. The audit required coordination with more than ten third‑party vendors and demanded a compressed timeline that stretched the limits of typical migration projects.
Tencent Cloud leveraged artificial‑intelligence tools throughout the migration lifecycle. TokenHub and CodeBuddy agents automatically scanned cross‑account environments, mapping legacy resource specifications to Tencent Cloud configurations and generating deployable design blueprints. A second AI skill inferred application architectures from discovered assets, producing low‑level design sheets and visual diagrams. These capabilities trimmed what would normally be extensive Excel logging to a few days of review and fine‑tuning.
During the transformation, Tencent Cloud delivered over 20 core products—including databases, containers, security solutions and intelligent advisors—and completed more than 200 feature developments to align with local cloud usage patterns. The team also introduced Database Claw, an agent‑based tool that improves database operations efficiency. All of these services were integrated into a single AI‑driven pipeline that covered discovery, design, implementation and cutover.
The migration achieved zero downtime for XLSMART’s mission‑critical applications. Tencent Cloud performed deep‑dive security scans and rigorous infrastructure hardening beyond standard testing protocols to ensure enterprise‑grade resilience.

Tencent Cloud’s global footprint covers more than 80 markets and regions, supported by 64 availability zones across 22 regions worldwide. The company has reported four consecutive years of double‑digit growth and maintains a partner ecosystem that includes 11,000 partners globally.
The successful migration positions XLSMART to accelerate its digital transformation agenda and expand its service portfolio. Tencent Cloud plans to deepen its alliances with Sinarmas Group and Axiata Group, aiming to support further digital initiatives in Southeast Asia.
At present, the migration has been completed, and both companies are preparing for the next stage of XLSMART’s growth. The project demonstrates how AI can streamline complex cloud transformations, offering a model that may be replicated by other telecom operators facing similar integration challenges.
