The Electronic Transactions Development Agency (ETDA) announced its 2026 artificial‑intelligence strategy on 15 June 2026. The plan is aimed at making Thailand a centre for AI governance in Southeast Asia.

The strategy is built around two pillars. First, the ETDA will accelerate the creation of a national AI governance framework. Second, it will promote the practical use of governance tools and knowledge across all sectors of the economy.

Rojana Lamlert, an advisor to the ETDA and head of the AI Governance Center (AIGC by ETDA), said the agency wants to strengthen trust across Thailand’s AI ecosystem by establishing robust governance foundations through practical guidelines and toolkits, and by accelerating real‑world adoption through domestic and international collaboration. The agency also aims to enhance AI capabilities among government agencies, educational institutions, SMEs, communities and citizens to ensure responsible, ethical and trustworthy AI use.

A key element of the roadmap is the planned launch of the AI Governance Practice Center (AIGPC). According to the agency, the AIGPC will serve as an operational platform that translates global AI governance principles into practical implementation for Thailand, ASEAN and the wider international community.

The ETDA has already produced a suite of governance resources. The AIGC has released twelve toolkits that organisations can use to assess risks, manage ethical implications and create sustainable value through responsible AI deployment. Two additional toolkits – covering ethical AI impact assessment and AI value creation – are slated for release later this year.

In addition to toolkits, the agency is running the AI Watch Series, a monitoring initiative that analyses global and domestic AI developments, trends and risks. The series generates policy recommendations, legal white papers and research publications to support the development of governance frameworks.

The AIGC is also expanding training programmes. It plans to certify at least 80 trainers and to reach more than 3,000 public‑sector personnel by 2027. In the education sector, the ETDA is collaborating with the Institute for the Promotion of Teaching Science and Technology, the Office of the Basic Education Commission, UNICEF and expert networks to implement the “AI and Digital Ethics for Educators” programme. The initiative seeks to cultivate AI and digital ethics champions among educators and to integrate AI literacy into all learning disciplines.

For small and medium‑sized enterprises, the ETDA’s “SMEs Growth” programme continues to deliver AI training across Thailand’s four regions. One module focuses on generative AI for SME transformation and AI marketing, helping businesses close capability gaps and accelerate digital transformation.

The agency is also expanding its Digital Citizen initiative, which aims to strengthen digital skills and AI literacy among all citizen groups. By 2026, it plans to train 2,000 trainers across 400 districts and to reach more than 60,000 citizens nationwide. Four new AI‑enhanced digital‑literacy courses – covering digital use, communication, security and literacy – are being developed under the Digital Personnel Development Institute and will be available on e‑learning platforms in September.

Strategic sectors are also being targeted. In partnership with the Administrative Court of Thailand, the ETDA is organising the Responsible AI Innovation Hackathon (AI for Justice). The event encourages the development of AI solutions that improve access to justice, simplify legal processes and promote transparent, accountable and ethical AI use.

The agency is preparing to host AI Governance Week 2026, an international platform that bridges global AI governance principles with practical implementation. The five‑day event will run from 29 June to 3 July and will bring together AI governance leaders from Thailand and around the world, including policymakers, regulators, technology leaders, researchers and international organisations.

The agency’s initiatives span government, education, SMEs, communities and the justice system, and the upcoming AI Governance Week will serve as a showcase for the country’s progress.
